Below another reason why the IRA will fail big again.
In the U.S., on August 16, 2022, President Biden has signed the Inflation Reduction (IRA) into law (Inflation Reduction (IRA) Act), marking the most significant action Congress has taken on clean energy and climate change in the nation’s history (White House, 2022).
Since then, the IRA has helped invest approximately $300 billion in Deficit Reduction and $369 billion in Energy Security and Climate Change over the next ten years ( U.S. Senate, 2022) (cf. Table 1).
However, like most of the Demand Policies mentioned above, the IRA is far from bearing all the fruits expected. In fact, according to Penn Wharton Budget Model (PWBM), the IRA as written, would reduce cumulative deficits by $248 billion over the budget window. Furthermore and said above, Storm (2022) found that the IRA is best considered as a climate bill, meant to lower U.S. CO2 emissions, promote clean energy, improve resilience to global warming, and reduce the risk of ‘ fossilflation’.
However, the IRA would very slightly increase inflation until 2024 and decrease inflation thereafter. These point estimates are statistically indistinguishable from zero, thereby indicating low confidence that the legislation will have any impact on inflation. Furthermore, the PWBM projects no impact on GDP by 2031 and an increase in GDP of 0.2 percent by 2050. These estimates include the impact of debt and carbon reduction as well as capital and labor supply distorsions from rising tax rates. Moreover, as written, the IRA contains a sunset for the Affordable Care Act (ACA) subsidies provision at the end of 2025. Under an illustrative scenario where that provision was extended indefinitely, the 10-year reduction estimate falls to $89 billion. The impact on GDP remains zero through 2040. Secondly, CBO Director Philip L. Swagel found that the bill will have a neglible impact in 2022 and 2023. Importantly, the IRA won’t help the U.S. lower-income households to better manage price increases, especially on healthcare, medicines, and energy.
Empirically, Dana Goldman et al. (2023) found that the purported goal of the Inflation Reduction Act (IRA) of 2022 is to lower healthcare costs for Americans. However, they’ve found that whether it’ll do so remain unclear. In fact, according to Conti et al. (2022), some have argued that « millions of seniors on Medicare will see savings amounting to thousands of dollars every year ». However, Hoper and Henderson (2022) believe that the IRA will have adverse effects on drug discovery and will do little or nothing to lower the cost of healthcare. Moreover, Dana Goldman et al. (2023) found that the IRA price-negotiation process lacks clarity about how « maximum fair prices » for selected drugs are determined.
Since then, they’ve recommended price determination be done transparently and linked to value via methods that take into account the preferences of patients, specifically, generalized risk-adjusted cost-efficiencies (GRACE) methodologies and through collaboration with relevant stakeholders. Dana Goldman et al. (2023) also found that in order to mitigate the possibility that the IRA price-negotiation provisions will weaken incentives for new indications and post-launch evidence generation, the Center for Medicare and Medicaid Services (CMS) is called to implement a process that delays price negotiation when new evidence is established.
Since then, Lynne Parramore (2022) has concluded that the IRA constitutes an important, albeit limited, step in the right direction. In fact, using ‘ pecuniary rewards’ (such as tax credits and rebates on renewable energy), fundded by additional taxation of socially unproductive monopoly profits of corporations, the IRA aims to provide a boost to the renewable energy transition, and this help to cut the U.S. carbon emissions over time. Since then, within the polarized stalemate of U.S. (climate and energy) politics, the IRA definitely constitues a major break with the past, but, alas, one which falls short of ‘ saving civilization’ (Paul Krugman, 2022).
And for Lynne Parramore (2022), the IRA falls short of what is needed for two reasons :
– The fiscal stimulus to the renewable energy transition is far too small compared to what is needed in view of the steadily building climate crisis.- And the positive price incentives, loved by establishment economists, will not work, failing to bring about the required structural transformation of the U.S. economy, which is addicted to fossil fuels, to a net-zero-carbon system.

constantly and continually improve their Market-seeking, Resource-seeking, Efficiency-seeking, Technology-seeking and Talent-seeking, Finance-seeking Strategy.Doing so can improve their Price-based and Quality-based competitive advantages and guarantee the sustained existence overtime.
Since then, while the U.S. is not endowed in all the strategic inputs needed for the EVs, forcing the Americans to buy EVs only when the whole value chains is concentrated at home prevents the U.S. MNCs to capture the maximum of opportunities offered by the Supply Chains Capitalism and Global Value Chains Revolution. As a result, sooner or later, the massive subsidies could affect the global strategy of the U.S. auto industries and their Quality-based competitive advantages. Furthermore and regarding the role of the Automotive Industry in the U.S. Manufacturing Activities, this decline could sooner or later put the U.S. at a greater risk of deindustrialization and do the same as well for our allies in Europe because of the bias the massive subsidies could introduce into the location choices of their own MNCs.
