The budget delay is the democrats scheme to put their earmarks in it, and Congress will have to approve it or face the ire of the people if they threaten to shut down the government, delaying payments to Social Security recipients, military families, etc. Therefore, Congress is forced to pass continuing resolutions to fund the government in general.
The budget negotiations should be ongoing work throughout the fiscal year and resolved by the time it's due for passing.

There should be a cut off time to get a Bill in for any date for a Vote! That time should indeed allow ample time to review and talk out the Pros & Cons before the Vote, and possible iron outs of said Bill. If it isn't complete by that time, then it isn't able to pass. End of subject! I also, have said & will continue to say, there needs to be Term Limits for These Individuals! And they should not be being paid for time not in session. The appropriations bills have been “out of committee” since July and still haven’t been brought to the floor for action?! This is insane! Looks like the plan is to throw a bunch of last minute riders into it to force passage, or to force a shutdown to blame it on the other side (both sides seem to be interested in this)… causing further division and discord.
